Article V. Officer Expectations and Duties
Section A. Officer Expectations
- If an officer must step down, the officer should submit a written resignation to the Executive Board.
- Every committee chair must organize publicity for their respective committee.
- All officers must attend all General Body and all committee meetings to which they are members.
- Each executive board officer must present reports on the activities of their respective committees at the General Body meetings and Executive Board meetings.
- A representative from the Executive Board, along with the President, must be present at coalition meetings, which are held twice a semester.
Section B. President Duties
The President of the Black Student Alliance shall:
- Serve as the chief spokesperson for the Black Student Alliance.
- Be the Chief Liaison between all other organizations, administrators, faculty, staff and students, unless otherwise delegated.
- Preside over and set an agenda for the General Body and Executive Board meetings.
- Assign responsibilities to officers in accordance to their constitutional responsibilities.
- Know the budget of the Black Student Alliance.
- Be knowledgeable of each committee and their responsibilities.
- Establish relationships with organizations such as the George Mason Student Government, NAACP, Black Peer Counseling, Akoma Circle and other cultural groups, Fairfax community organizations and area schools.
- The President is to be a non-voting member of the Executive Board. Where there is a tie, the President shall cast the deciding vote.
- Create a special committee when necessary, and has the right to choose the head of the committee.
- Shall create a report at the end of each semester, and one annual report at the end of his/her term; documenting all activities from the year. These reports will be handed down to the President-elect.
- Organize and preside over Coalition meetings.
Section C. Vice President Duties
The Vice-President Shall:
- Assume the role of the President in his/her absence.
- Assist the President and the Treasurer the budget.
- Work along with the President and Corresponding Secretary in creating bylaws to govern both the general body and the Executive Board.
- Preside over and set an agenda for the General Body meetings in consultation with the President.
- Assume the responsibility of a vacated position, until a replacement is selected.
- Interview and/or recommend a replacement no more than two (2) weeks after the position is vacated.
Section D. Corresponding Secretary
The Corresponding Secretary shall:
- Report to the Vice President
- Keep track of all amendments to the Constitution and add approved amendments to the official document.
- Maintain copies of the Black Student Alliance Constitution and make copies available upon request.
- Give a copy of the Constitution to the Student Organization Office.
- Organize a Black Student Alliance election committee at the end of each year.
- Inform Black Student Alliance members on the use of parliamentary procedure.
- Make sure that the constitution is updated on the Black Student Alliance website.
- Assist the President and Vice-President with the creation of bylaws.
- Oversee all election procedures and the formation of the election committee.
- If necessary, organize a constitutional review committee.
Section E. Recording Secretary Duties
The Recording Secretary shall:
- Attend all BSA meetings.
- Be responsible for maintaining and circulating all agendas, minutes, and attendance records for the organization.
- Maintain the BSA e-mail list and post announcements.
- Provide the minutes of the General Body meetings on both the website and at the meeting after which the minutes are dated.
- Retain all membership information.
- Be responsible for maintaining and responding to all correspondence on behalf of BSA.
- Collect all mail addressed to the attention of BSA.
- Report to the Vice President.
- Coordinate BSA membership registration drive at the beginning of the academic year and as necessary.
Section F. Treasurer Duties
- Report to Vice President
- Deposit all monies from ticket sales, donations, fundraisers, etc. into the proper accounts.
- Oversee the drafting of funding proposals along with the President, Vice President and the advisor.
- Make sure that all financial transactions are benefiting the Black Student Alliance and that they correlate to George Mason University’s guidelines.
- Present the financial report to the General Body, after the Executive Board has approved it.
- Ensure that the budget is adhered to.
- Advise committees of the funds available to them.
- At the end of the academic year, give a copy of the up-to-date ledger to the President.
- Present a proposed budget for the upcoming academic year in the beginning of January to the designated administrators of offices.
- Serve as the Chairperson for the Fundraising and Financial Affairs Committee.
Section G. Webmaster
- Report to President and Vice President.
- Maintain the Black Student Alliance website by posting important messages from officers on the site, redesign the website at least once a year and place the BSA calendar on the website, among other duties that may be necessary.
- Set a deadline for information that needs to be placed on the website in accordance with the Publications and Social Committee.
- Appoint, if necessary, an assistant Webmaster.
Section H. Advisor
- The primary advisor shall be a member of the faculty or staff at George Mason University.
- The named advisor may assume the position for as many terms as he/she may wish to take role in.
- The advisor may be removed on grounds of inappropriate conduct that will bring harm financially, and publicly to the Black Student Alliance. The advisor may in fact be removed through a formal recommendation of the Executive board and majority vote of the General Body.
- The advisor may offer guidance and support for the organization but may not have a vote.
